Department ofPersonnel believe that a new local government should consist of three pillars:

1.   Ahighly efficient organization;

2.   Fairand transparent personnel system; and

3.   Highquality governmental employees.

 

These threepillars helped Tainan City Government in 2015 received the award fromInternational Federation of Training and Development Organizations (IFTDO).

 

The first pillaris a highly efficient organization.

We built a city governmentorganization that satisfies all needs of our citizens.

We designed intotal of 27 divisions and each division carries out its unique functions.

Inaddition to the 27 robust divisions, we also have 37 district offices servingas the convenience stores of our citizens.

 

Thus, for thesecond pillar, we need to establish a fair and transparent selection system tofind the right people to do the right things for our citizens.

Thus, for theselection of district director, Tainan City Government has established asuccess plan. It is a three-phased “selection, training, and appointment”system.

All governmentalemployees of Tainan City Government have the opportunity to become districtdirectors as long as they have the ability and sincere to serve citizens inTainan.

The SuccessionPlan of District Directors has been very successful, and Taiwan’s well-knownmagazine, “Manager Today” in 2014 gave us “Super MVP”.

 

For the selectionof normal civil servants , we established a scientific interview system.

As studies showedtraditional interviews only reach 20% effectiveness, and if scientificinterview system is used, the effectiveness level can increase to 70%. 

In 2015, CentralGovernment rewarded Tainan City Government with “Innovation Award,” torecognize the effectiveness of this system to find the suitable talent.

 

Pillar 3 is highquality governmental employees.

The New Tainan City needed a newHuman Resource Training Center to cultivate high quality governmentalemployees.

We found that if we follow thetraditional way to build a new training center and with the maintenance cost,Tainan City Government needs to spend a lot of money each year.

Our annual budget,however, is very limited.

Finally, Wefigured out a smart way to solve this problem.

We set up ourtraining center at the Southren Taiwan University.

 

After hardware isinstalled completely, we also need software.

We apply for TTQS.

For both publicand private sectors, as long as you pass TTQS, you then have the ability tocultivate high quality employees.

Four years in arow, from 2012 to 2015, Civil Service Development Center, Tainan CityGovernment, received four Gold Awards as TSMC did.  

 

Additionally, interms of cultivation of elite governmental employees, we have two importantachievements:

1.   Inorder to develop Tainan into an international city, Mayor of Tainan declaredEnglish as the second official language of Tainan.

Department of Personnel alsoadopted innovative way to improve English proficiency of governmentalemployees. In 2015, Central Government awarded us the First Place Prize for thecategory of Innovation.

2.   Departmentof Personnel also promoted “Employee Assistance Program, EAP” to helpgovernmental employees to solve issues related to their work, life, and healthand to work with higher efficiency.

In 2015, we were awarded with Taiwan’sFirst Place Prize.
